Complainctewas made bycerteinclothiers that the Merchauntes Adventurers by agreement had set such a price upon their clothes that without the losse of xx s. in a peece they coulde not utter them, for the more perfict knowledge whereof all maner of clothiers that than were in London appered at the Sterre Chambre by commaundement, wheare the more part denied to be privie or of counsaill with the said complaincte, findeng great faulte with the moltitude of clothiers lately encreased in the realme, affirmeng that as longe as every man that wolde had libertie to be a clothier, as they have nowe, it was impossible to have good clothe made in the rhealme, for he that is not bredde up in that facultie must trust his factours, and so is commonly deceaved; and nowe the good making is decaied, the clothes arr out of estimacion, by reason whereof the prices must also decaie ; wherefore it was concluded that some devise shulde be had for a lawe that none shulde meddle with clothe- making but such ashad been prentices to thoccupacion. For the clothiers matter the Merchaunt Adventurers were called before the Counsaill, for whom the Maiour of London with certein of the chiefest of the Companie appeered, and to the complainct of the clothiers answered that they agreed not togithers to hinder the clothiers prices, but the trowthe is that there lie at Andewarpe such a numbre of our clothes onsolde, that till they were uttered these here wolde not well be bought, which, togither with the naughtinesse of the making, hindered the prices, and besides that it was commonly not used to shippe any betweene Easter and Whitsontide. Further divers reasons were made by them tooching the decaie of our mooney by exchaunge, with other devises tooching the common wealthe, which they were commaunded to put in writeng.
